The City of Baltimore has achieved significant reductions in gun violence over the last four years, culminating in 2025 being the lowest homicide rate since 1977, 48 years ago. Mayor Brandon Scott, his Mayor’s Office of Neighborhood Safety and Engagement (MONSE), the Baltimore Police Department, and numerous community-based organizations have all worked to achieve this incredible milestone.
NICJR is proud to have worked with Baltimore for many years in the implementation of its Group Violence Reduction Strategy (GVRS), credited with being a major contributor to the reduction in gun violence. NICJR has conducted a series of trainings to GVRS community services providers, provided technical assistance and guidance to the City, and NICJR has distributed nearly $750,000 in grants to local community violence intervention programs and organizations in Baltimore.re.
Additionally, NICJR partnered with the State of Maryland’s Department of Juvenile Services to create the Thrive Academy, a new program to provide intensive interventions with youth in the juvenile justice system who are at very high risk of being involved in gun violence.
